Unstick a Stuck Labor Cert case

The DOL has promised to clear all Traditionl Recruitment TR and Reduction In Recruitment RIR Labour Certs LC cases by Sept 2007, but you never know.
If you have a TR case that is still in a Backlog Processing Centers (BPC) and the supervised recruitment has not began, here are two ways you can get it out:
